Management Team

John C. Saber, PE
President and CEO

John Saber has over 33 years of experience in the consulting engineering field. He founded Encon Group, Inc., in 1995, to provide mechanical, electrical, plumbing, fire protection and process engineering services to the institutional, commercial, healthcare, telecommunications, broadcast communications and biotechnology markets.

In 1983, Mr. Saber received his Bachelor of Science degree in Mechanical Engineering from the University of Maryland. He is a registered Professional Engineer in 46 states and the District of Columbia. His professional affiliations include the American Society of Heating, Refrigeration and Air Conditioning Engineers and the International Society for Pharmaceutical Engineering.


David B. Johnson, PE
Vice President


In 2004, David Johnson joined Encon as Director of Life Sciences. Mr. Johnson has over 18 years experience in engineering design and project management. Before coming to Encon Mr. Johnson held the position of Director of Engineering for QIAGEN Inc., a biotech company known as the world’s leading provider of DNA enabling technologies, and Chesapeake Biological Laboratories, Inc., as Director of Engineering and Manufacturing Operations.

In 1989, Mr. Johnson received his Bachelor of Science degree in Mechanical Engineering from the University of Maryland. He is a registered Professional Engineer in the State of Maryland. His professional affiliations include the Association of Facility Engineers and the International Society for Pharmaceutical Engineering.


David T. Haas, PE, LEED© AP
Director, Commercial


David Haas joined Encon as Director of Operations, in 2002. He oversees all projects and is responsible for planning, organizing, and ensuring the quality of client deliverables. Before coming to Encon, Mr. Haas served as Program Manager for an international communications company operating one of the largest internet services in the world. His responsibilities included supervising several multi‐disciplinary projects throughout northeastern United States and Canada.

In 1983, Mr. Haas received a Bachelor of Science degree in Mechanical Engineering from the University of Virginia. He earned a Master’s degree in Engineering Administration from the Virginia Polytechnic Institute in 1990.

He is an accredited Leadership in Energy and Environmental Design (LEED©) professional and holds a certificate in Real Property Administration from the Business Owners and Managers Institute (BOMI).


Michael J. Mikula, PE, LEED© AP
Director, Life Sciences


In 2008 Michael Mikula joined Encon as Senior Project Manager. With over 13 years of work experience focusing on clients within the biotechnology and pharmaceutical industry Mr. Mikula earned his Bachelor of Science degree in Mechanical Engineering in 1997 from the University of Maryland. In 2000, he received a Certificate in Bio‐Chemical Regulatory Engineering, and in 2001, a Master of Science in Engineering Management from the same institution. He is a registered professional engineer in the State of Maryland and is an accredited LEED professional.


Hans J. Schultz Jr.
Director, Mission Critical


In 2009,Mr. Schultz joined Encon as Director of Mission Critical. He has over 25 years of Senior Project Management experience in all phases of engineering design and construction. Mr. Schultz has extensive hands‐on experience in managing all aspects of multiple telecommunications and data center construction projects. including existing condition and due diligence surveys, and coordination of remodeling and new construction programs throughout the United States.

Prior to assuming his role with Encon Mr. Schultz held the position of Senior Project Manager with a top Global Telecommunications firm where he initiated the design and managed renovation and expansion projects of existing telecommunication facilities in the eastern U.S., ranging from $150k to 20 Million dollars. All work was performed while facilities continued in full operation.

Mr. Schultz started his education at Westminster College in Salt Lake City, Utah and continued on to major in Business Management at George Mason University in Fairfax, Virginia.


Dunstan Macauley, PE, LEED© AP
Associate Director, Mechanical


In 2008, Dunstan Macauley joined Encon Group as a Senior Mechanical Engineer. Mr. Macauley has worked on multiple projects that have achieved LEED© (Leadership in Energy and Environmental Design) silver and gold certification.

In 2002 Mr. Macauley received his Bachelor of Science in Mechanical Engineering from the University of Maryland and is a registered Professional Engineer in the District of Columbia (2004) and New York State (2006). Mr. Macauley is also a LEED Accredited Professional and is certified as a High‐Performance Building Design Professional.


Roy E. Waters, LEED© AP
Associate Director, Electrical


Roy Waters joined the staff of Encon as a Senior Electrical Engineer in 2007. Mr. Waters began his career as an electrical designer in 1983 and has held position at several high‐level firms. Mr. Waters’ vast experience includes electrical system design, staff supervision, project coordination, and job site inspections for several projects around the country.

Mr. Waters completed course work in the Engineering Technology Program at Montgomery College in Rockville, Maryland. He went on to earn a Bachelor of Science degree in Business Management from the University of Phoenix.


Curtis Ford
Senior Plumbing Engineer


Curtis Ford has over 25 years of experience in the design of plumbing and fire protection systems. In 2005, he joined Encon as a Senior Plumbing Engineer and Project Manager.

In 1997, Mr. Ford received an Associate of Arts degree from Northern Virginia Community College, and in 1999, he completed a MCSE Certification Program at the University of Maryland.


Joel Kucharski, PE
Senior Electrical Engineer


In 2006, Joel Kucharski joined the staff of Encon as a Senior Electrical Engineer. Mr. Kucharski has over 30 years experience including building evaluations, planning, design, cost estimating, construction administration, and project management for telecommunications, institutional, government, and healthcare facilities around the world.

In 1973, Mr. Kucharski received his Bachelor of Science degree in Electrical Engineering from the University of Alabama in Birmingham. He is a registered Professional Engineer in ten states and the District of Columbia.


Ehud Caspi, PE
Senior Mechanical Engineer


Ehud Caspi has over 40 years of diversified engineering experience with various consulting firms in the United States and his own company in Israel. In 2005, he joined the staff of Encon as a Senior Mechanical Engineer.

Mr. Caspi received a Bachelor of Science degree in Mechanical Engineering in 1969 from the Israel Institute of Technology in Haifa. He is a registered Professional Engineer in Maryland, DC, and Virginia. His professional affiliations include the American Society of Heating, Refrigeration, and Air Conditioning and the National Society of Professional Engineers.
